On November 13, 2006 the Dane County District Attorney’s office formally filed charges of 2 counts of attempted 1st degree intentional homicide, felon in possession of a firearm and resisting an officer in the attempted murder of Town of Madison Police Officer Mike Froseth on August 9, 2006.
Town of Madison Police Officers arrested Rashee T. Jones on a probation violation and investigation of attempted 1st degree intentional homicide on August 10, 2006.
After several months of intensive investigation, the Town of Madison Police Department requested the above listed charges and the Dane County District Attorney’s office notified the Town of Madison Police Department on November 13, 2006 their office was filing charges on Rashee Jones for 2 Counts of 1st Degree Intentional Homicide – Attempt (Use of Dangerous Weapon), Possession of Firearm by a Felon, and Resisting an Officer, all above charges are in conjunction with the (Repeater) enhancer.
Information received from the D.A.’s office indicates they will be requesting cash bail, and that as part of the requested bail conditions, Jones be banned from the Town of Madison.
The original incident from August 9th, 2006 began when Officer Froseth observed a vehicle near Park Street and W. Badger Road. Officer Froseth queried the registration and determined the license plate did not match the actual vehicle’s make and model. The plate was later discovered through the investigation to have been stolen. A traffic stop was initiated on Buick Street near Taft Street. The driver of the vehicle, allegedly Jones, immediately exited the vehicle and took off running on foot northbound through an apartment complex on Taft Street.
After stopping behind the vehicle, Officer Froseth began a foot pursuit of the suspect and called dispatch on his radio requesting additional assistance. At one point during the foot pursuit, when the suspect was approximately 20 yards ahead of Officer Froseth, the suspect stopped, under the ruse of “surrendering”, turned around faced the officer and fired a gun directly at Officer Froseth. The suspect turned around and began running away again. Officer Froseth re-continued the foot pursuit. Near the intersection of Fischer and Dane Streets the suspect once again stopped, turned around and fired one more round directly at Officer Froseth again. The officer heard the round being fired and observed the muzzle flash. There was also a witness in the area that heard the shots. After being fired upon the second time the officer located cover and waited for backup to arrive before continuing after the suspect. Officer Froseth did not return fire due to apartment complexes behind the suspect and possible bystanders in the area. When other officers arrived on scene, the Town of Madison’s K-9 unit, Officer Pucillo and his canine partner Brando, began a track of the suspect. Due to the amount of foot traffic in the area the track was terminated.
With most investigations the first 48 hours are the most critical. The department initially had a number of leads and developed several persons of interests. On August 10th, 2006 at approximately 7:30 p.m. Jones was contacted as a person of interest. He was subsequently taken into custody and booked in the Dane County Jail on the probation warrant. The investigation of the shooting continued; other leads and investigative measures were taken. The investigation resulted in the request of charges against Jones to the D.A.’s office on October 24, 2006.
