The Town of Madison Police Department is proud to present the 2006-2007 Awards.  These awards were presented at a short ceremony on May 21, 2007 at 5:30 pm.

 

 

Distinguished Service Medal – Officer Burt Boldebuck

On March 13, 2004 Officer Boldebuck overheard a police radio transmission of a bank robbery that just occurred at the Park Bank in Fitchburg.  Officer Boldebuck responded to the area and when he heard the radio broadcast of the suspect he coordinated a search for the offender.  Officer Boldebuck utilized his skills and excellent judgment by coordinating the response from the FBI, city of Madison and city of Fitchburg police departments. Utilizing investigative leads from this robbery and a similar robbery Officer Boldebuck investigated at the Dane County Credit Union days prior he was able to locate the suspect at Eggiman Road.  After the suspect fled the area Officer Boldebuck and Parks pursued and captured the suspect with assistance from the other agencies.

Officer Boldebuck demonstrated the department’s mission statement by proactively building relationships with municipal and federal law enforcement agencies and delivered high quality police services to the citizens of the town of Madison as well as the city of Fitchburg and Madison.

 

Distinguished Service Medal – Officer Dave Parks

On March 13, 2004 Officer Parks overheard a police radio transmission of a bank robbery that just occurred at the Park Bank in Fitchburg.  Officer Parks responded to the area and used his investigative skills to identify the suspect assisting the FBI, city of Fitchburg and city of Madison police departments.  Utilizing investigative leads from this robbery and a similar robbery Officer Parks investigated at the Dane County Credit Union days prior he was able to locate the suspect at Eggiman Road.  After the suspect fled the area Officer Boldebuck and Parks pursued and captured the suspect with assistance from the other agencies.

Officer Parks demonstrated the department’s mission statement by proactively building relationships with municipal and federal law enforcement agencies and delivered high quality police services to the citizens of the town of Madison as well as the city of Fitchburg and Madison.

 

Chiefs award – Officer Anthony Pucillo and K9 Brando

On March 28, 2007 Officer Pucillo was requested to assist the city of Madison Police Department in tracking a home invasion suspect that attacked a person with a knife.  Officer Pucillo and his K9 partner Brando began a track of the suspect that led the team a number of blocks from the crime scene.  Brando located the suspect, who was hiding on a second floor balcony.  The suspect refused to follow Officer Pucillo’s commands and refused to drop the knife.  The suspect approached Officer Pucillo and K9 Brando was ordered to apprehend the suspect.  A struggle ensured between K9 Brando and the suspect.  After the suspect dropped the knife he continued to struggle with Brando.  Officer Pucillo intervened and the suspect continued to resist Officer Pucillo.  K9 Brando observed the resisting suspect and protected Officer Pucillo and apprehended the suspect.

 

Officer Pucillo and K9 Brando acted in an exemplary manner taking swift action, diligently following leads that not only led to the suspect of a very violent crime being taken into custody, but the use of K9 Brando prevented more serious injuries to the suspect.

 

Chief’s Award – Detective Robert J. Hale

This award is for the work Detective Hale accomplished during the 2006 calendar year.  Throughout the year Detective Hale was able to clear with convictions many felony cases most police detectives do not investigate in their career.  On December 31, 2005 the Open Pantry, 2022 Fordem Avenue was robbed.  The clerk and a customer were severely beaten.  Detective Hale located, identified and was able to obtain a conviction of two suspects.  On January 12, 2006 a shooting occurred on Pheasant Ridge Trail.  Utilizing sound investigative techniques and impressive interviewing skills Detective Hale was able to obtain a conviction of attempted 1st degree intentional homicide.  Later in the year a case that began as a battery without a suspect was assigned to Detective Hale.  Detective Hale pursued leads and investigated this case in greater depth and learned this was actually a drug sale, car jacking, and robbery.

Detective Hale investigated many cases with similar exemplary results.  Detective Hale has exhibited exceptional effort and initiative in all cases he is assigned.

 

Award of Excellence – Officer Jessica Fischer

On October 20, 2006 Officer Fischer attempted to make a traffic stop the and vehicle fled, but eventually stopped.  The driver was taken into custody and Officer Fischer recovered 115.07 grams of marijuana.  On November 1, 2006 Officer Fischer responded to a domestic dispute and recognized the person she arrested on October 20, 2006.  This person was eventually searched with more marijuana discovered on his person.  Officer Fischer contacted a supervisor and a warrant was written and served by the department’s High Risk Apprehension Team.  The department arrested persons for narcotics possession and delivery as well as maintaining a drug dwelling.

Officer Fischer demonstrated the department’s mission by delivering high quality police services.  Officer Fischer recognized a person previously arrested and was able to combine the person’s previous history to obtain a search warrant and removed more drugs from the streets of the town of Madison.

 

Award of Excellence – Detective Robb Hale

On January 10, 2007 Detective Hale took control of an investigation that resulted in locating a missing 6-year-old child.  Patrol officers received a call of a missing 6-year-old child that had not returned home from school.  The investigation revealed the child boarded his school bus and was believed to have disembarked from the school bus on Sirloin Strip in the town of Madison.  Detective Hale gathered and deployed personnel in this investigation and ensured all immediate aspects of the investigation were covered.  Detective Hale used the resources effectively and kept his supervisors aware of the progress of this investigation.  The child was located at a family member’s house 4-5 blocks away.

Detective Hale demonstrated the department’s mission by delivering high quality, efficient and consistent services to the citizens of the town of Madison.  Detective Hale was able to communicate and effectively use all resources available to him to locate this missing child.

 

Excellence in Training Award – Officer Dave Parks

Officer Parks was requested to assist the department and Dane County Training Consortium to provide assistance in the delivery of an Active Shooter course on December 7, 2006.  Officer Parks is a Team Leader on the department’s High Risk Apprehension Team and has previously demonstrated his knowledge and skills in tactical operations.  Even though Officer Parks is not a department-trained instructor, he was able to instruct his group on basic room clearing skills as well as providing clear direction and critique of scenario based training.

Officer Parks demonstrated the department’s mission statement by strengthening our partnerships with other law enforcement agencies and delivering high quality tactical instruction to over 100 officers throughout Dane County.

 

Individual Shift Acknowledgement – Officer Anthony Pucillo

Officer Pucillo demonstrated the department’s mission by delivering high quality, efficient police services and worked as a team with his partners to successfully remove more drugs from the streets of the town of Madison.

On October 20, 2006 Officer Fischer took into custody a suspect and recovered 115.07 grams of marijuana.  On November 1, 2006 Officers Wege and Fischer responded to a domestic dispute; a person was recognized as the person arrested on October 20, 2006.  This person was eventually searched with more marijuana discovered on his person.  A supervisor was contacted and a warrant was written and served by the department’s High Risk Apprehension Team.  The department arrested persons for narcotics possession and delivery as well as maintaining a drug dwelling.

Officer Wege demonstrated the department’s mission by delivering high quality police services and worked as a team with his partners to successfully remove more drugs from the streets of the town of Madison.

 

Unit Shift Acknowledgement – Officer Terry Loos and Officer Kurt Wege

On January 10, 2007 Officers Loos and Wege started an investigation of a missing 6-year-old child that had not returned home from school.  The investigation revealed the child boarded his school bus and was believed to have disembarked from the school bus on Sirloin Strip in the town of Madison.  Officers Loos and Wege acted in a professional and exemplary manner during the course of a fast moving investigation.  Officers Loos and Wege assisted Detective Hale in gathering resources to search for this missing child.  This was a situation that had the potential to be a media frenzy and bring shockwaves throughout the community.

Officers Loos and Wege demonstrated the department’s mission by delivering high quality, efficient and consistent services to the citizens of the town of Madison.  Officers Loos and Wege were able to communicate and effectively gather resources to locate this missing child.

 

Unit Citation – Lt. Wayne Stolpa, Sgt. Daniel Withee, Detective Robb Hale, Detective Darick Krause, Officers Michael Gehn, Burt Boldebuck, Dave Parks, Anthony Pucillo, Todd Dart, Michael Froseth, Jessica Fischer, Terry Loos

On February 23, 2007 town of Madison officers were either directly or indirectly involved in the surveillance of 320 Coyier Lane, acting on information that a suspect wanted for numerous armed robberies was at this location.

Officer surrounded the apartment complex and assistance was obtained from the city of Madison and Dane County Sheriffs Office.  Officer Gehn and Detective Krause wrote a search warrant for entry into the target apartment.  Officer Pucillo and his K9 partner Brando provided additional probable cause to obtain the search warrant through a drug sniff.  Officers Dart, Loos, Pucillo, Parks, and Gehn assisted in the search of the residence.  Sgt. Withee, Officers Dart, Parks, Froseth, Fischer, Loos and Pucillo provided perimeter operations.  Sgt. Withee provided the initial operations of organizing the surveillance activity and Lt. Stolpa provided needed assistance inside the command post and with the media.  Detectives Hale and Krause were able to obtain a confession for two Town of Madison robberies, three city of Madison, one Fitchburg and one Monona armed robbery from the suspect.

All officers demonstrated the department’s mission statement by proactively building relationships with other law enforcement agencies and delivered high quality police services to the citizens of the town of Madison as well as the cities of Fitchburg, Monona and Madison.

 

Citizen Citation – name withheld at his request

On December 15, 2005 a drive-by shooting occurred on Pheasant Ridge Trail.  One person was shot, but he was not the intended victim of the shooting.  A suspect was identified and incarcerated in the Dane County Jail.  Award Recipient agreed to be reclassified as a violent offender and be placed in the suspect’s cellblock.  Award Recipient never asked the suspect questions, but befriended him.  After more than a month, the suspect confessed to the Award Recipient that he committed the shooting.  This confession was an integral part of the prosecution.  The suspect was found guilty of attempted 1st degree intentional homicide.

The Award Recipient is commended for willingly moving to a section of the Dane County Jail that has fewer privileges.  The Award Recipient was able to provide detectives with information that helped lead a violent felon to be incarcerated.

 

Citizen Citation – name withheld at his request

On December 31, 2005 the Open Pantry convenience store was robbed.  The clerk and a customer were severely beaten by two suspects.  The police department posted pictures of the suspects at the Dane County Jail.  The Award Recipient was an inmate at the time and recognized one of the suspects.  The Award Recipient requested to talk with a detective.  Utilizing the Award Recipient’s information detectives were able to identify the suspect; this information subsequently led to the arrest, confession and incarceration of both suspects.

The Award Recipient is commended for contacting a town of Madison detective and providing vital information leading to the identification and eventual arrest of two violent felons.
