Details of Incident:

On 02/06/2007 the Town of Madison Police were notified of a child sexual assault, which occurred in the 100 block of Capitol View Terrace, in the Town of Madison.    The father of the teenage victim reported a family member had sexually assaulted his daughter.

The following information was learned: In the early morning hours of 2/2/07 the victim was assaulted in the bedroom of her home.  The suspect slid into the same bed in which the victim was sleeping and began the attack.

The suspect had recently been released from a halfway house and was under supervision for several offenses including several sexual assault convictions.  The suspect, Winston Lauritz, was a registered sex offender with convictions for 2nd and 4th degree sexual assaults.

Lauritz was not residing with the victim at the time of the assault.

After the disclosure of the sexual assault to the police Lauritz failed to show-up to previously set up group times and failed to report to prearranged meetings with his parole agent.  Prior to the attack of the victim Lauritz had been showing up for the meetings.

Lauritz’s agent from the State of Wisconsin Department of Corrections immediately issued an apprehension request for Lauritz’s arrest and attempts to persuade Lauritz to turn himself in to his agent failed.

Lauritz was subsequently arrested on 02/25/2007 on Russett Road in the City of Madison.  He was taken into custody on the Parole warrant and was held in the Dane County Jail.

On 03/01/2007 the Dane County District Attorney’s office filed a criminal complaint charging Lauritz with 1 count of Sexual Assault of a Child – Under 16 years of age and with 1 count of Incest as Lauritz is related to the victim by a degree of kinship closer than second cousin.
